The company was incorporated in 1987 to provide quality, culturally and linguistically sensitive human capital development services throughout Southern California, the San Francisco Bay Area, and Las Vegas, NV.
Our Mission is to provide quality services to job seekers, entrepreneurs and businesses as key strategies to create economically viable communities, raise educational and economic aspirations, and eliminate poverty. We believe that workforce, economic, and community development work in lockstep to secure regional economic prosperity.
We Serve the metropolis of Greater Los Angeles, with ten office locations throughout the City of Los Angeles and County of Los Angeles, one location (second pending) in the Inland Empire, one location in Silicon Valley, and are currently engaging in strategic partnerships in Northern California and the East Coast to diversify and expand our business model. Workforce Development Division
MCS has provided workforce development and intermediary services to jobseekers, businesses, higher education, and community- and faith-based organizations since 1994, and currently operates three WorkSource Centers within the City of Los Angeles and County of Los Angeles Workforce Development Systems under the provisions of the federal Workforce Investment Act (WIA). Combined, the MCS Hollywood WorkSource Center of the City of Los Angeles Workforce Development System, and the MCS Northeast San Gabriel Valley WorkSource Center and MCS West San Gabriel Valley WorkSource Center of the County of Los Angeles Workforce Investment Board, serve over 40,000 unique customers each year to enhance their occupational competitiveness for reentry into the Greater Los Angeles workforce. Our customers include unemployed adults and dislocated workers, youth and young adults, Veterans, older workers, limited English proficient, community college students, and CalWORKs participants.
Economic Development Division
Since 2007, through the MCS Los Angeles Business Assistance Program, and more recently, through the City of Los Angeles BusinesSource System, and the Hollywood Entrepreneurship Training and Small Business Center, over 250 local entrepreneurs and small businesses have been and continue to be provided with small business start-up, growth, and expansion services, including access-to-capital, resulting in over $42 million in small business loans awarded to 55 start-ups and operating businesses, and over 800 new jobs created. Moreover, based upon an Economic Impact Study conducted by Economic Modeling Specialists, Inc. (EMSI) to measure the MCS impact on the regional economy, the multiplier effects of the 800+ jobs created over a four-year span (2007-2011) created an additional 70 new jobs and a total of $46.5 million in earnings for the Greater LA region.
Social Services/Welfare-to-Work Division
MCS operates employment and training services centers for clients receiving general relief assistance by the County of Los Angeles. These General Relief Opportunities for Work (GROW) Job Club Centers, located in the City of Los Angeles-Wilshire Center and the City of Alhambra, serve eligible participants with obtaining jobs to attain economic self-sufficiency. MCS GROW Centers serve various communities of the Central Region of the City of LA, as well as the Cities of Pasadena, Alhambra, and Glendale.
Consulting Division
Since 2002, MCS has provided strategic planning, industry engagement, grant development, and workforce development consulting services to the non-profit and workforce development communities, and has recently began providing expert consultation in workforce intermediary services to public utilities, community colleges, labor unions, and federal government-certified contractors throughout California – specifically in the San Francisco Bay Area, Silicon Valley, the San Joaquin Valley, and the Inland Empire, and as far as New York and Virginia on the Eastern Seaboard.
Education Division
Since 2005, MCS has operated vocational education schools in Los Angeles, offering programs in the foreign trade, international business, and allied health sectors. Students from throughout Los Angeles County and surrounding counties have received specific training for import/export administrative occupations in the international trade sector, and specific to healthcare occupations, training for State Board of Nursing certified nurse assistant and home health aide occupations. Research and development efforts are currently underway for creation of an educational entity to provide targeted, industry-recognized certifications in the healthcare, information technology, and energy sectors. These new programs will be offered in the traditional classroom format, online, and classroom-online hybrid format utilizing leading-edge educational, livestream, and social media technology to expand student accessibility, and to enhance quality of instructional delivery, leading to employment in high-growth sectors.
Assessment Division
MCS provides vocational assessment services public social services and welfare-to-work clients to assist them with determining which education, training, and career path to pursue in their quest to obtain employment and attain economic self-sufficiency. Assessment Centers are established throughout Los Angeles County to ensure accessibility to MCS’ professional, licensed vocational counseling and assessment services, and are located in the Cities of Alhambra, Carson, Glendale, Los Angeles, and Pasadena.
